ARMA Appoints Asset Manager Konstantin Zhevago in Kyiv

The National Agency for Detection and Management of Assets (ARMA) has signed a contract for the management of the seized asset of Konstantin Zhevago in the center of Kyiv. The managing entity is the private company "Optima Resource," selected through Prozorro. 81% of the profits from the use of the asset will be directed to the state budget. This is the first asset for which a manager has been appointed under the new rules as part of the ARMA reform. After the transfer is completed, the managing company will begin operating the asset. The seizure of the property was imposed by the State Bureau of Investigation in coordination with the Office of the Prosecutor General. Konstantin Zhevago was suspected of embezzlement and money laundering in 2019, involving the misappropriation of $113 million from the "Finance and Credit" bank. In July 2021, Zhevago was placed on the international wanted list, and in December 2022, he was detained in France. The French Supreme Court denied Ukraine's request for Zhevago's extradition in November 2023.
